The meeting on 8 May came just hours after the Canadian government declared a Chinese diplomat persona non grata for involvement in a scheme to intimidate the Hong Kong relatives of one of the committee\u2019s vice chairs.<\/p>\n<h3>China Exposure Examined<\/h3>\n<p>McLennan pointed to the changing post-COVID economic environment, recent regulatory changes in China and the continued deterioration of the country\u2019s relations with the US and Canada as the main factors that drove Ontario Teachers\u2019 to rethink its strategy.<\/p>\n<div id=\"attachment_351243\" style=\"width: class=\"wp-caption-text\">Daniel Garant of BCI and Quadreal<\/p><\/div>\n<p>\u201cWe will continue to responsibly manage our existing investments in the country,\u201d he told the lawmakers.<\/p>\n<p>Ontario Teachers last year was among a group of investors that <a href=\"https:\/\/www.mingtiandi.com\/real-estate\/data-centres\/mubadala-leads-funding-for-princeton-digital-data-centres\/\">joined a $505 million fundraising round<\/a> for Asia Pacific data centre platform Princeton Digital Group, with that firm listing China as among its target markets, alongside India and Singapore.<\/p>\n<p>Through Cadillac Fairview, the pension fund giant in mid-2021 committed $400 million to <a href=\"https:\/\/www.mingtiandi.com\/real-estate\/finance\/cadillac-fairview-boosts-hines-asia-property-partners-fund\/\">Hines Asia Property Partners<\/a>, with US developer Hines citing China as one of the top-tier markets targetted by its flagship Asia investment vehicle.<\/p>\n<p>While Garant, who sits on Quadreal&#8217;s board, did not elaborate on BCI\u2019s portfolio allocation to China, the executive was questioned by policymakers about the firm\u2019s investment in mainland video camera maker Hikvision through an index fund, as the firm has already been accused of providing surveillance tools used for facial recognition and policy of Uyghurs and other ethnic groups in Xinjiang.<\/p>\n<p style=\"text-align: center;\"><a data-no-instant=\"1\" href=\"https:\/\/www.mingtiandi.com\/real-estate\/events\/oxford-ivanhoe-kic-savills-on-singapore-india-markets\/\" rel=\"noopener\" class=\"adv-link\" target=\"_blank\" \/><\/a><\/p>\n<p>Garant responded that he could not comment specifically on BCI\u2019s backing of Hikvision, as it is involved via a passive investment, but said that the pension fund is already working with the index provider regarding the composition of the index.<\/p>\n<h3>Quadreal Changes Tack<\/h3>\n<p>Just two years ago BCI\u2019s Quadreal moved to expand its China investments when it set up a <a href=\"https:\/\/www.mingtiandi.com\/real-estate\/logistics\/quadreal-sets-up-1b-china-logistics-deal-with-new-ease\/\">$1-billion partnership with Chinese logistics platform New Ease<\/a> in March 2021 aiming to build a portfolio of warehouses in top-tier mainland cities.<\/p>\n<p>Later that year the Vancouver-based firm exited a portion of its mainland portfolio when it sold a set <a href=\"https:\/\/www.mingtiandi.com\/real-estate\/logistics\/clct-buys-china-warehouses-from-quadreal\/\">of four warehouses<\/a> to Singapore-listed CapitaLand China Trust for RMB 1.68 billion (then $260 million)<\/p>\n<p>More recently, Quadreal has been investing in real estate ventures in other parts of Asia, including a\u00a0 <a href=\"https:\/\/www.mingtiandi.com\/real-estate\/logistics\/quadreal-igis-asia-form-korean-logistics-jv\/\">$1 billion Korean logistics development joint venture<\/a> it formed with IGIS Asia Investment Management late last year.<\/p>\n<h3>CPPIB Prioritises Returns<\/h3>\n<p>Canada\u2019s largest pension fund manager, CPPIB has 9.8 percent of its C$500 billion in assets under management invested in Canada and told the panel it is not ready to walk back its bets on the world\u2019s second largest economy.<\/p>\n<div id=\"attachment_351250\" style=\"width: 710px\" class=\"wp-caption class=\"wp-caption-text\">Michel Leduc of CPPIB<\/p><\/div>\n<p>\u201cExposing the fund to Chinese markets gives us access to one of the world\u2019s largest and fastest-growing economies,\u201d Michel Leduc, senior managing director and global head of public and corporate affairs for CPPIB told the committee.<\/p>\n<p>Leduc said that real estate, particularly the multi-family sector, is one of CPPIB\u2019s top three sectors in China after consumer discretionary and logistics.<\/p>\n<p>While praising the investment benefits of the Chinese market, Leduc said CPPIB is aware of significant risks involving social issues and geopolitical concerns.<\/p>\n<p>\u201cWe recognize that any investment in China needs to be handled with care, sophistication and an acute understanding of the current political and geopolitical environment,\u201d he said, noting that there are tools and systems in place to assess and monitor both active and passive holdings of CPP Investments in China and other countries as well.<\/p>\n<p>Canada\u2019s second-largest pension fund, Caisse also pointed to the benefits of Chinese investments while vowing to manage risk.<\/p>\n<p style=\"text-align: center;\"><div style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"mingt-1413362880\"><a data-no-instant=\"1\" href=\"https:\/\/www.yardi.asia\/Resource\/?resource=Data+Centres+Fuelling+the+AI+Future+%28White+Paper%29&#038;utm_source=mingtiandi&#038;utm_medium=website&#038;utm_campaign=wp23dcai\" rel=\"noopener\" class=\"adv-link\" target=\"_blank\" aria-label=\"Yardi - Data Centre v4_250\"><img decoding=\"async\" src=\"https:\/\/www.mingtiandi.com\/wp-content\/uploads\/2023\/08\/Yardi-Data-Centre-v4_250.gif\" alt=\"Yardi - Data Centre v4_250\"  width=\"780\" height=\"250\"  style=\"display: inline-block;\" \/><\/a><\/div><\/p>\n<p>\u201cWe see China as a market that contributes to our diversification and our depositors\u2019 long-term performance,\u201d Vincent Delisle, Caisse\u2019s executive VP and head of liquid markets told the committee. \u201cWe know that the environment investors must navigate is complex because of significant geopolitical tensions, so we take a cautious and measured approach.\u201d<\/p>\n<p>With C$402 billion in assets under management, Deslisle told the committee that Caisse\u2019s PRC exposure constituted not more than 2 percent of its global portfolio as of February.<\/p>\n<h3>Tensions Rising<\/h3>\n<p>The parliamentary hearing where the pension funds testified came amid a growing wave of reports of rising Canada-China tensions.<\/p>\n<p>Canada expelled Chinese diplomat Zhao Wei on 8 May on allegations that he attempted to target the family of lawmaker Michael Chong.
