class=\"wp-caption-text\">The winning concept for Site 3 creates a giant raised garden at the harbourfront<\/p><\/div>\n<p>Henderson Land Development has agreed to pay a record HK$50.8 billion ($6.5 billion) for a harbourfront site in Hong Kong, with the successful government land sale coming as confidence returns to the world\u2019s most expensive real estate market.<\/p>\n<p>The developer controlled by the family of billionaire Lee Shau-kee now has the 50-year land grant for the site adjoining the IFC complex in Central and with it the rights to develop some 1.6 million square feet (148,645 square metres) of commercial space, plus additional community areas, in Hong Kong\u2019s traditional downtown core.<\/p>\n<p style=\"text-align: center;\"><a data-no-instant=\"1\" href=\"https:\/\/www.jll.com.hk\/en\/invest-in-real-estate?utm_source=mtd&#038;utm_medium=ol&#038;utm_campaign=ap-hk-cm-investor-platform-q323&#038;utm_content=set-j&#038;utm_term=780x250\" rel=\"noopener\" class=\"adv-link\" target=\"_blank\" aria-label=\"J-780X250\"><img decoding=\"async\" src=\"https:\/\/www.mingtiandi.com\/wp-content\/uploads\/2023\/10\/J-780X250.gif\" alt=\"\"  width=\"780\" height=\"250\"   \/><\/a><\/p>\n<p>The bid for the site, which leads to the city\u2019s famed Star Ferry, exceeded analyst expectations and sees Henderson repeat its role as the most aggressive buyer in Central after the developer paid HK$23.3 billion in 2017 to make <a href=\"https:\/\/www.mingtiandi.com\/real-estate\/projects-real-estate\/henderson-land-buys-car-park-site-in-hong-kongs-central-for-3b\/\" target=\"_blank\" rel=\"noopener\">a car park on nearby Murray Road<\/a> Hong Kong\u2019s priciest piece of land.<\/p>\n<p>\u201cThis is a historic record high lump sum for a single development site in HK, and a mega sum from any investment perspective,\u201d Rita Wong, head of valuation and consulting for Greater China at CBRE said of the tender result. \u201cThe financial outcome is on the mid-upper end of the market expectations band of HK$35 to HK$66 billion.\u201d<\/p>\n<h3 class=\"western\">Waterfront Landmark<\/h3>\n<p>Henderson, which triumphed over five competing bids for the 516,312 square foot site, was required to submit both a financial offer and a separate design proposal under a \u201ctwo-envelope\u201d tender process intended to allow city leaders to ensure both maximum revenue and a landmark development.<\/p>\n<div id=\"attachment_30892\" style=\"width: 370px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-30892\" class=\"size-full wp-image-30892\" src=\"https:\/\/www.mingtiandi.com\/wp-content\/uploads\/2018\/01\/martin-li-henderson-e1629382483197.jpg\" alt=\"martin Lee henderson\" width=\"360\" height=\"293\" \/><p id=\"caption-attachment-30892\" class=\"wp-caption-text\">Martin Lee&#8217;s Henderson has won Central&#8217;s two most recent commercial land sales<\/p><\/div>\n<p>&#8220;Coupled with its prime harbourfront location, the integrated development will benefit Hong Kong both economically and socially,\u201d a government spokesperson <a href=\"https:\/\/www.info.gov.hk\/gia\/general\/202012\/18\/P2020121800231.htm\" target=\"_blank\" rel=\"noopener\">said in an official announcement today<\/a>. \u201cThe Government hopes that this project can optimise development space by providing the maximum possible commercial floor space to address the city&#8217;s strong demand for prime Grade A offices, while creating a world-class harbourfront with quality public open space and pedestrian-oriented connectivity.&#8221;<\/p>\n<p>In a statement late yesterday, Henderson Land shared a vision of the Site 3 development which is largely in line with the government&#8217;s objectives.<\/p>\n<p>The Company is optimistic of the long term prospect of this world-class development, which will form one of the most important and strategic additions to Hong Kong\u2019s Central Business District,&#8221; the statement from Henderson&#8217;s board read. &#8220;The investment is expected to create not only one of Hong Kong\u2019s most iconic landmarks but also a social destination dedicated to public enjoyment along the harbourfront promenade.&#8221;<\/p>\n<p>Henderson has appointed Wong &amp; Ouyang as project architect for its site 3 development and selected Lead8 as design architect.<\/p>\n<p>The project has been widely anticipated in a city where public space is limited and Central district has faced criticism for its unwelcoming built environment.<\/p>\n<p>\u201cThis site truly is a once-in-a-lifetime destination, strengthening Hong Kong\u2019s unique role as the international gateway to Greater China,\u201d Terence Seah, head of Hong Kong, Singapore and Shenzhen for global design firm Benoy told Mingtiandi.<\/p>\n<div id=\"attachment_249839\" style=\"width: 410px\" class=\"wp-caption aligncenter\"><img post-pandemic world can truly bequeath a new form of vibrancy and possibility,\u201d Seah added.<\/p>\n<p>Site 3, as the project is commonly referred to, is subject to height restrictions which limit the project to 50 metres in height at the western side, and 16 metres on its eastern side, forcing the developer to build a more horizontal complex, with the structure also required to bridge roads running through the plot.<\/p>\n<p style=\"text-align: center;\"><a data-no-instant=\"1\" \/><\/a><\/p>\n<p>500,000 square feet in the project are set aside for offices, with the remainder of the commercial element to be used for retail and public areas. The previous record price for a commercial site in Hong Kong was set in 2019 when <a href=\"https:\/\/www.mingtiandi.com\/real-estate\/projects-real-estate\/sun-hung-kai-buys-west-kowloon-site-for-42b\/\">Sun Hung Kai acquired a plot above the West Kowloon rail terminus<\/a> for HK$42.23 billion.<\/p>\n<p>The record price comes despite a commercial real estate which is struggling to regain its footing, and estimates of the site&#8217;s value having fallen <a href=\"https:\/\/www.mingtiandi.com\/real-estate\/projects-real-estate\/hong-kong-aims-to-sell-hk40b-central-waterfront-site-by-year-end\/\" target=\"_blank\" rel=\"noopener\">to around HK$40 billion<\/a> one year ago.<\/p>\n<p>\u201cCentral\u2019s Grade A office rents dropped 3.3 percent in the first seven months of 2021 and recorded rental growth for two consecutive months beginning in August, with a total growth of 0.7 percent to HKD 90.3 per square foot in September,\u201d said Alkan Au, senior director of valuation and advisory services at JLL in Hong Kong.<\/p>\n<p style=\"text-align: center;\"><div style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"mingt-1133105909\"><a data-no-instant=\"1\" href=\"https:\/\/www.yardi.asia\/Resource\/?resource=Data+Centres+Fuelling+the+AI+Future+%28White+Paper%29&#038;utm_source=mingtiandi&#038;utm_medium=website&#038;utm_campaign=wp23dcai\" rel=\"noopener\" class=\"adv-link\" target=\"_blank\" aria-label=\"Yardi - Data Centre v4_250\"><img decoding=\"async\" src=\"https:\/\/www.mingtiandi.com\/wp-content\/uploads\/2023\/08\/Yardi-Data-Centre-v4_250.gif\" alt=\"Yardi - Data Centre v4_250\"  width=\"780\" height=\"250\"  style=\"display: inline-block;\" \/><\/a><\/div><\/p>\n<p>Au interprets the recent uptick as a positive sign, coming after Central\u2019s dominant landlord, <a href=\"https:\/\/www.mingtiandi.com\/real-estate\/finance-real-estate\/hongkong-land-reports-12-rise-in-underlying-profit\/\" target=\"_blank\" rel=\"noopener\">Hongkong Land saw rents in its blue-chip office portfolio fal<\/a>l to an average of HK$118 per square foot by the end of June. That figure was down from HK$121 per square foot at the same interval last year, and during that same period vacancy in its Central office properties also crept up to 6.4 percent.<\/p>\n<p>The changing nature of Hong Kong\u2019s office market and the nature of its existing stock of buildings could provide an opening for Henderson, however.<\/p>\n<p>\u201cThis development will be a new home for many Chinese banks and MNCs,\u201d Colliers Jeong said.
